Staff Attorney Positions — Agency Counsel
 
 

Alcohol Beverage Regulation Administration

The Office of the Attorney General for the District of Columbia is seeking candidates for the position of Assistant Attorney General with the Alcoholic Beverage Regulation Administration’s (ABRA) Office of the General Counsel. ABRA’s Office of the General Counsel is responsible for advising the ABRA Director, the Alcoholic Beverage Control Board (ABC Board), and ABRA staff on all legal issues.

The duties of this position include: (1) drafting ABC Board written legal opinions; (2) drafting legislation and regulations proposed by the ABRA Director and ABC Board; (3) working with the ABC Board, ABRA Director, and ABRA General Counsel in formulating and establishing agency policies, including procurement, personnel, Equal Employment Opportunity, and Freedom of Information Act issues; (4) providing legal counsel and interpretation to the ABC Board, ABRA Director, and ABRA staff; (5) providing legal training sessions to ABRA staff and the public on the District’s alcohol laws; and (6) drafting and reviewing inter-agency memoranda of understanding.

The successful candidate must also have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar. If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment. The candidate must also have strong interpersonal skills and written communication skills. 

This position is not within the Collective Bargaining Unit. Candidates for the position may be subject to a background check.

 
 
State Education Office

The Office of the Attorney General for the District of Columbia is seeking an Attorney-Advisor for the Office of the General Counsel in the DC State Education Office (SEO) to assist the SEO with various legal issues relating to the transition of State Education Agency (“SEA”) functions to the SEO, made pursuant to Title III of the “District of Columbia Public Education Reform Amendment Act of 2007”, Bill 17-0001, as approved. The SEO is currently responsible for enhancing educational services and opportunities to meet the life-long learning needs of all District residents by ensuring equitable distribution and availability of administrative, financial, and nutrition resources in accordance with the State Education Office Establishment Act of 2000. The various divisions within the SEO that assist in meeting the goals and mission of the Agency include: (1) the Higher Education Financial Services Division which is responsible for various financial assistance programs including the Tuition Assistance Grant program; (2) the Nutrition Services Division which is responsible for various food programs funded by the United States Department of Agriculture; (3) the Education Programs Division which is responsible for the Education Licensure Commission, Youth Incarceration Program, and the Teacher Quality Program; (4) the Office of Public Charter School Financing & Support Division which manages the public charter school Credit Enhancement, Direct Loan, and City Build programs; and (5) the Policy, Research & Analysis Division which is responsible for the State Advisory Panel for Special Education, the Mayor’s Literacy Initiative, the Uniform Per Student Funding Formula, the Enrollment Audit, and Educational Policy Initiatives. The Office of the General Counsel provides legal support and advice to the State Education Officer and the various divisions within the SEO on a variety of complex legal issues in order to successfully advance the mission and goals of the SEO.

The duties of the Attorney-Advisor include, but are not limited to:

  • Working closely with and assisting the General Counsel in providing expert legal advice to the State Education Officer and the various divisions within the SEO in complex and often urgent educational matters.
  • Assist the General Counsel with providing legal guidance regarding the transition of State Education Agency (“SEA”) functions to the SEO, made pursuant to Title III of the “District of Columbia Public Education Reform Amendment Act of 2007”, Bill 17-0001, as approved, by serving as subject matter expert in the Federal “Leave No Child Left Behind” (NCLB) laws, and to present a clear understanding of every aspect of the NCLB laws and how they affect SEA functions.
  • Assist in the General Counsel with providing legal guidance regarding the transition of State Education Agency (“SEA”) functions to the SEO, made pursuant to Title III of the “District of Columbia Public Education Reform Amendment Act of 2007”, Bill 17-0001, as approved, by serving as subject matter expert in the area of legal advice relating to the Federal educational grants received from the US Department of Education, and to present a clear understanding of every aspect of the grant making process.
  • Performing other related duties as assigned.
The successful candidate must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the DC Bar. The candidate must also have experience in contract law, commercial law, and government and private grants, a working knowledge of the operations of the District government, effective interpersonal skills and excellent oral and written communication skills. Experience in education law, legislative drafting or rulemaking a plus.
 
This position is outside the Collective Bargaining Unit and is a 13-month term position (renewable, subject to funding). Candidates for the position will be subject to a background check.
