Staff Attorney Positions—Office of the Attorney General 
 

Civil Litigation Division:  General Litigation Section

The Civil Litigation Division of the Office of the Attorney General for the District of Columbia is seeking two trial attorneys for its General Litigation sections. The four General Litigation sections defend the District of Columbia in civil lawsuits in which the plaintiff seeks money damages and/or individual injunctive relief. The General Litigation sections defend cases in both DC Superior Court and the US District Court for the District of Columbia. The cases primarily are in the areas of personal injury (slip and fall, automobile, police false arrest/assault, medical malpractice and inmate assaults), government contract, federal constitutional civil rights claims (First Amendment claims regarding freedom of religion, the right to demonstrate and protest in public areas, whistle blower claims) and employment discrimination (sexual harassment and/or discrimination based upon race, gender, or sexual orientation).

The ideal candidate must have a law degree, excellent research and writing skills, experience in conducting discovery and prior trial experience. Experience in trying personal injury, employment discrimination/whistle blower and or claims under 42 U.S.C. § 1983 lawsuits is highly desirable but not required.   Jury trial experience is also highly desirable but not required.

This position is within the Collective Bargaining Unit. Candidates for the position may be subject to a background check.

 

Commercial Division:  Real Estate Section

The Commercial Division of the Office of the Attorney General for the District of Columbia is seeking several attorneys to assist in complex real estate transactions and acquisitions in support of various economic development and community revitalization initiatives of the Mayor.  The work will encompass land acquisition (through purchase or condemnation), negotiation and drafting of real estate development and finance agreements. Projects now anticipated include the New Communities Initiative under which the Mayor will acquire property for revitalization of existing low- to moderate-income communities; potential redevelopment of the St. Elizabeth’s campus; the new Convention Center hotel and development of the old Convention Center site.

The successful candidate must have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar. If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment. The candidate must also have a minimum of three years of experience in real estate acquisition and development, real estate finance or real estate litigation.

Commercial Division:  Real Estate Section (Home Again)

The Commercial Division of the Office of the Attorney General for the District of Columbia is seeking a trial attorney for the Real Estate Section. The position is funded by the Mayor's Home Again Initiative and provides legal support to this Mayoral initiative that returns vacant and abandoned properties to the tax rolls and to active home ownership. The Home Again program acquires identified properties using a variety of statutory authority including eminent domain, tax foreclosure and quiet title actions, then bundles the properties for resale to profit and non profit developers for rehabilitation and resale. Home Again attorneys in the Real Estate Section provide legal assistance at all stages of this process.

The ideal candidate must have a law degree and three or more years of civil litigation experience, especially with emphasis on real estate including real estate acquisition by eminent domain, quiet title, or tax foreclosure actions; and/or transactional experience with title work, deed preparations, real estate closings, tax foreclosures, or related matters. Strong writing abilities and interest in courtroom work/discovery also required.

The position is a 13-month term position. Renewal is contingent on funding. The position is within the Collective Bargaining Unit. Candidates for the position may be subject to a background check.

Department of Transportation:  Office of the General Counsel - Attorney Advisor

The Office of the Attorney General of the District of Columbia is looking for an Attorney-Advisor to work in the Office of the General Counsel for the Department of Transportation.

The Department of Transportation (DDOT) provides municipal services in three distinct program areas: transportation infrastructure, transportation policy, and public space management. Each contribute to making District streets and public spaces effective means of transporting people, goods, and information efficiently and safely, with minimal adverse impacts on residents and the environment.

The successful candidate for this position will provide legal guidance on policy, legislative, administrative and personnel matters. The attorney will represent DDOT in adjudicatory and quasi-adjudicatory proceedings including representing the Department before the Office of Administrative Hearings, which conducts administrative hearings on appeals of unemployment compensation and notices of violations of the laws, rules, or regulations set forth in D.C. Law 6-100, the Litter Control Administration Act of 1985, effective March 25, 1986. The successful candidate will be responsible for preparing pretrial discovery, writing motions, preparing briefs, and conducting direct and cross-examination of witnesses. The successful candidate will provide legal support to OAG on matters before the Office of Employee Appeals where agency disciplinary actions are appealed.  In addition, the successful candidate will represent the agency before the DC Office on Human Rights and the Equal Employment Opportunity Commission on mediations and fact-finding sessions; and responding to complaints of discrimination.  The successful candidate will conduct legal sufficiency reviews of transportation safety grants awarded to the District by the National Highway Transportation Safety Administration (NHTSA), and provide legal advice on the allowable uses of NHTSA grants.  The successful candidate will also conduct legal sufficiency reviews of MOAs and MOUs; draft legislation; conduct legal research and writing; and prepare legal advice memoranda.  Experience in complex real estate transactions and acquisitions is highly desirable but not required (e.g., transactional experience with title work, deed, easement, lease, purchase and sale preparations, real estate closings, or related matters; real estate acquisition by eminent domain or quiet title).

This position is at a LS-13. This position is outside the Bargaining unit. Candidates may be subject to a criminal background check.
