Supervisory Attorney Positions

Attorney General and Agency Counsel 

 
Equity Litigation Chief:  Civil Litigation Division

 The Civil Litigation Division of the Office of the Attorney General for the District of Columbia is seeking a Chief for Equity Section I (“EQI”).  EQI defends the District of Columbia and its officials and employees in complex civil litigation seeking injunctive and other relief that impacts substantially on executive level agencies.  This includes class action and other systemic challenges to the services, practices, conditions and/or care provided by District agencies and departments, and/or challenges to their component operations; civil actions seeking to enjoin enforcement of or otherwise challenge any District laws; and civil actions concerning a variety of regulatory actions taken by District agencies.  These cases vary from individual to class action complaints and from singular to system-wide challenges.  EQI also advises a number of District agencies on matters related to pending litigation and/or matters in which orders awarding permanent injunctive relief have been entered.           

 The EQI Chief’s duties include, but are not limited to:

  • Supervising 11 Assistant Attorneys General (“AAG”) in all aspects of civil litigation in the United States District Court for the District of Columbia and the Superior Court of the District of Columbia; 
  • Ensuring proper case assignment and case transfers to and coverage by AAGs to meet  court, mediation, and other schedules or deadlines; 
  • Reviewing and approving pleadings, motions, memoranda, discovery, and correspondence; 
  • Evaluating cases for settlement purposes and authorizing or recommending settlement amounts; 
  • Monitoring compliance of AAGs and staff with the Attorney General’s Performance Contract requirements, including response to contacts within 24 hours and successful litigation outcome rates. 
  • Reviewing litigation outcomes and make timely recommendation where appellate review is needed; 
  • Attending management meetings with the Deputy and Office of the Attorney General as requested, as well as attend such management and other specific meetings with District agencies, their units, or personnel as necessary or requested; 
  • Assisting in interviewing, reviewing, evaluating, and, where necessary, disciplining AAGs, in accord with D.C. Rule of Professional Conduct and OAG standards and policies. 
  • Maintaining requisite legal, management, inter-agency, human relations, and management-labor knowledge and skills; and 
  • Collecting, maintaining, and disseminating timely, accurate and up-to-date data on the Section’s activities. 
 The successful candidate must have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar.  If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment.  The candidate must also have considerable prior experience handling complex civil litigation, including class action, constitutional, and § 1983 litigation, particularly cases that seek a broad range of injunctive relief, as well as prior managerial experience, and excellent writing skills.

General Counsel:  Department of Human Resources

The Office of the Attorney General for the District of Columbia is seeking candidates for the position of General Counsel for the D.C. Department of Human Resources (DCHR). DCHR administers the human resource management program for subordinate agencies to ensure that the District government attracts, develops and retains a well-qualified, diverse workforce in compliance with the Comprehensive Merit Personnel Act and other relevant District and federal laws, rules, and regulations. The Office of the General Counsel provides legal advice to the Director, DCHR, and agency management on a variety of complex legal issues in order to effectuate DCHR’s mission. The Office of General Counsel provides legal advice and guidance to both subordinate and independent agencies within the District government regarding matters involving personnel and employment law.

The General Counsel is responsible for providing expert legal advice to the Director of DCHR in complex and often urgent confidential personnel matters. The General Counsel serves as subject matter expert in the area of employment law to District Government agencies on the D.C. Comprehensive Merit Personnel Act, and other related District and federal employment-related laws, e.g., the Americans with Disabilities Act, the Family and Medical Leave Act and workers’ compensation. The General Counsel also serves as Litigation Coordinator for the Agency and assists OAG and the Office of Labor Relations and Collective Bargaining in preparing cases for litigation before courts and administrative tribunals. The General Counsel reviews and analyzes, for legal soundness and accuracy, various documents including legislation, regulations, memoranda of agreement, Freedom of Information Act responses, and proposed notices for corrective and adverse actions. The General Counsel is charged with drafting legislation and rulemaking related to DCHR’s mission and functions and will provide expert legal advice on employee performance and conduct issues, disciplinary actions and administrative appeals. Problem areas may include employee conduct, leave, absenteeism, illness, reassignments, promotions, performance appraisals and organizational or personal issues. The General Counsel is required to keep abreast of legal, administrative and other changes and interpretations regarding laws and regulations related to the functions of DCHR and to recommend appropriate course of action to supervisor. The General Counsel will supervise at least two Attorney-Advisors and one Paralegal.

The successful candidate for this position must have a J.D. degree, demonstrated experience in various aspects of employment law, a working knowledge of the operations of the District government, supervisory experience, effective interpersonal skills, and effective oral and written and litigation skills. Candidates for this position will be subject to criminal background checks. The selected candidate must be a resident of the District of Columbia, or must move into the District within 6 months of appointment and remain a District resident as long as he/she holds the position.
